Almost every anime the only way to tell a character's ethnicity is when they say, but it's easy to tell they're almost always set in some type of Asia - past, present, future based on setting. The water tribe seems inuit based, yes, but the fire tribe is very Japanese, Earth Chinese, Air Tibet. Even if you say the characters are white it's kind of insulting taking everything of a culture except the actual people to whom that culture belongs to.
